This might be a good place to ask, actually...

What do Linux users recommend as a good starting place or resource for learning how to manage a Linux installation and server? Specifically for someone who has practically NO experience with Linux (I am familiar with using Windows Server as well as operating Windows installations via Command Prompt/Powershell)

I want to make up for lost time where I wasn't educated on Linux in college (and I somehow have an associates in I.T. in spite of this)

If you have a spare/old machine, just install a version of Linux onto it. That way if you mess it up badly, you can also practice fixing it without losing anything important.

Easiest to learn by doing, imo.

What type of server do you want to run?

You sound comfortable with tech that enough the any distro should be good
Main thing I'd recommend is that you stick with bash as your shell, as it's probably the most reminiscent of powershell
