Oooh! THANK YOU! This is GOLD!
(I was worried it might be redundant with the other 1980s police dossier on occult practices that I already have in my collection, but it is not! This is fresh!)
While the previous document kinda hid its intentions under "of course they have First Amendment rights, we're only concerned about criminal motivations" this one is right out in the open with "the problem with magic practitioners is that magic is real and they are casting evil spells."
By ascribing oneself in blood to the devil, one is said to acquire health, wealth, money and power. There are a number of instances where one truly receives these gifts. However, historically, if satan gives you material powers, he will demand your soul in return. Many persons who have signed their name in blood to satan have suffered horrible deaths or have been killed in automobile accidents.
Okay, first of all, this is not a police matter. This is a civil contracts issue. The appropriate response here is to educate the public about the need to involve a qualified lawyer in the drafting of the blood contract to specify that the soul may only be claimed after the natural end of a long and happy life and/or impartially judged fiddle contest.
Baalzephon: In demonology, captain of the guard and sentinels of hell. Demonic deity represented by Eliphas Levi as a goat-headed god with wings, breasts and illuminated torch between his horns.
There are some deep cuts in this glossary. I mean, it's kind of garbled, they're definitely mixing Baal-Zephon up with Baphomet, but I'm honestly kind of impressed that pre-Internet some cop bothered to go to the library and read up to the level of detail where they've heard of Baal-Zephon. That's not a tourist-level demon.
Cross: Ancient pre-Christian symbol interpreted by some occultists as uniting the male phallus (vertical bar) and the female vagina (horizontal bar). It is also a symbol of the four directions and a powerful weapon against evil.
I honestly don't know what the police are supposed to do with any of the information in the glossary, but I'm glad they wrote it up. And then noted that, well, say what you will about the dangerously sexual occult symbol of the cross, but it does ward off vampires.
Hand of Glory: In witchcraft, a lighted candle positioned between the fingers of a dead person's hand--usually that of a criminal condemned to death.
Oh hell yeah. Shit yeah. The police department of Baldwin Park, California is prepared to go up against criminals armed with a Hand of Glory. I love this so much.
(Well, not prepared, because they still don't have effective countermeasures and will be stricken with paralysis at the sight of its unearthly flame. But at least forewarned.)
Trail Markers: There are many forms of directional trail markers which are employed by formal and casual Occult groups alike. These markets indicate locations where Occult activities may take place and how to get there. The markers depicted to the right show a small circle or starting place, then a direction to be taken. The rise or fall of the line show hills and valley type terrain. Other marker types could be a "pentagram" on the right or left side of a road, trail, or even on a house or building.
Several pages of this document are devoted to the idea that pagan rituals are planned via shadowmarks hobo signs. The cops are very lucky this information never fell into the wrong hands, because oh, the fun you could have had with them. Yes, officer, keep going, the secret baby sacrifice altar is juuuust on the other side of that swamp...
☮️ This symbol represented peace in the early 60s; but now, among the Heavy Metal and Occult groups, signifies the "Cross of Nero." It shows an "upside down" cross with the cross member broken downward - "The Defeat of Christianity."
There's a weird... syncretism? to the Baldwin Park Police's understanding of paganism. Like they're aware of many divergent schools of paganism but at the same time they're pretty certain that absolutely every non-Christian-approved belief from Hinduism to heavy metal is all part of the same thing. Yeah, this is the Pacifist Religio Romana Satanist symbol, sure, that's a kind of person who exists.
Anyway guys the Vietnam War has been over for a while, it's kind of embarrassing to still have this conspiracy theory going so long after it's ceased to serve its purpose.

[Signs of a ritualistic crime scene] Animal mutilations, including removal of specific body parts such as: anus, heart, tongue, ears, front teeth and front legs and genitals.
Yes, occultists are known to prefer to attack the soft tissues and orifices of dead livestock first, as their beaks are not strong enough to break through the tough hide, and their featherless heads are adapted to allow them to reach into body cavities to feed on internal organs.
[Signs of a ritualistic crime scene, continued] Skulls with or without candles; bones used or taken from graves such as: femur, fibia [sic???], index finger, skull, and other large bones of the body.
[Cop who hasn't taken the occult training yet] Well, sir, your house full of human bones appears to be all in order. Sorry for the inconvenience.
Ritualistic Items Which Should Be Listed On A Search Warrant
I like how the First Amendment protects our freedom of religion, such as the freedom to use Christian symbols, the freedom to worship the Christian God, the freedom to prohibit medical care that offends our Christian beliefs, and the freedom to mandate Christianity.
This list includes both items like "human flesh" and items like "ferns and palms."
Tips for Investigating A Ritualistic Crime Scene: Look for a 9-foot diameter circle, which may or may not contain a pentagram and a second circle one foot on the inner edge. [...] Words of Warning: DO NOT enter the circle unless entire perimeter and any vantage points of observation are secure.
Oh wow. Oh wow. I love this so much. Thank you for sending me this document, produced on official police time with taxpayer dollars, that protects our brave boys in blue from being trapped within a magic circle.
Symptoms Characterizing Satanic Ritual Abuse [in preschool children]: [...] Preoccupation with passing gas. Using mouth to make gas sounds repeatedly, attempting to pass gas purposefully, wild laughter when the child or someone else passes gas.
It seems that approximately 100% of preschool children have been subjected to Satanic Ritual Abuse. Concerning.
(The list overall has a bunch of items like "references to television characters as real people" and "numbers and letters written backwards" that are, in my professional experience, symptoms of being a child. And then some that are definitely symptoms of some kind of abuse, which it seems extremely incautious to mix in with that kind of thing.)
Suggested Guidelines for Ritualized Abuse Investigations: [...] Approach daycare investigations as if all children are victims and all workers are suspects until the scope of the investigation narrows.
It's like they teach you in cop school: the law presumes all parties innocent until proven guilty, unless of course they are a witch, in which case the law presumes all parties must be tested for whether they weigh the same as a duck
