Much like Sloths, there are many species of "Elf" with only distant common ancestors, arriving at a similar long-lived pointy-eared form-factor as a result of convergent evolution. Different kinds of Elf have radically different cultures and biology: avoid a major faux pas on your next adventure by doing your research!

The hat definitely suggests some connection. It's within the realm of possibility that Elfs are even an instar of Gnomes, gaining a beard in their final moult.
