I know that it has in the past been a sarcasm marker, but I see it more often as a tone marker for a sing-song tone or a punctuation mark implying whimsy. It is a regular part of my vocabulary and that of my friends far outstripping the use of exclamation points, and will be showing up in published works of mine to help solidify this for the wider world.
