It's a joke referencing Cirno's label on the game screen layout description in Embodiment of Scarlet Devil, which led to an association of the number 9 with Cirno.
My understanding is that something like this did technically happen with Pizza 9, though, as the two-location Chicago Pizza Kitchen seems to obliquely reference having severed in a similar way from Pizza 9 on their website. (Unsure if something similar happened to spark the genesis of Pizza Castle on Eubank, which I believe used to be a Pizza 9 as well).
