People in gotham must have some rule about not shooting orphans, even if you just killed their parents and they'll grow up to be a vengeful furry
yeah it's probably their honor code. considering life in gotham is the way it is, being killed by the child of one of the people you killed might not even be that bad a way to die, relatively speaking.
