you could embed an IE renderer pane into any window in Visual Basic and connect it to custom chrome as IE exposed an API for the user interactions. there were utilities specifically for making your own custom browser skins without needing to code anything. (so, to be clear, this would only solve whatever their problem was if it didn't involve re-implementing the HTML renderer)
