It's fully working both as an embed and just links and just requires that JS be enabled and that the maintainer have hosting(github pages work). All it really needs are usage instructions but I never got around to writing those.
So I've updated the Readme and documented it a little bit. I just don't quite have the energy at the moment to flesh it out for some hypothetical user(s).
That being said if anyone does want to start a webring with it I'm more than happy to get this set up for you and happy to do the maintenance and update work for it.
