When you play the game, it seems like the object is to cum. So yes, I would call that bad game design.

I actually tried to solve this. (spoiler: it isn't solvable due to presumably some numbers being missing off the edges.)
Yeah I got like top middle and bottom middle boxes filled entirely and then I just kinda kept going in circles (and cumming)
