The tropes that turn the "action chick" into either "basically a man in role" or "ultra traumatized to the point of dehumanization" or any of the other variants partly suck because they do portray the feminine parts of the characters as weak and bad. The problem is that nothing built from just tropes will be good. Strong stories have to start with something real from life as inspiration to get the necessary depth of detail. There are lots of hyper competent real people who are femme, so it's not like there's any shortage of material - only a shortage of interest in telling those stories from the people able to pay for it to be made.
