My dad worked in paper mills for a long time, so I might have an actual answer? Paper mill workers are unionized, but also So Very Many paper mills have shut down over the years. They've lost most of their younger workforce because no one wants to do 12 hours shifts doing dangerous work with giant machines. So it's gotten really expensive to make a lot of stuff. Chances are they're cutting costs on materials just to keep a schedule. It's rough out there.
