I feel like every website that implements 'asks' has the same sort of weird pattern where like 1% of users actually receive them unprompted and the remaining users have to actively solicit them. And I don't think it's necessarily a bad thing, but I do wonder if there's something about the whole dynamic that makes people reluctant to pitch questions if they're not explicitly requested. Are we afraid of being rude? Being a nuisance? Giving someone homework they didn't want?

The exception to this seems to be when people use asks as a sort of anonymous inbox for submitting thirsty comments. Which I guess is fine, if consent has been given.
