I think the only other thing I can say about the protective rain hat is that it's definitely something you would assemble out of random found objects in a point-n-click adventure game so your character can go out into the rain, which they refuse to do without a Protective Hat Of Some Sort.

Whoa! The whole flimsy top part melted away. Now it's just an adjustable band.

Nice! It'll stay on my head now. But I'll still get soaked if I go out wearing only this!

Hmm, they don't seem to be able to cut through it.

The drape extends down to the shoulders to help prevent the back of the neck and shoulders from getting wet, and helps retain body and head heat during flu season.
