Ah ah ah, you didn't say close task manager. It has a file - run new task command. I think win + e also works to run explorer even if explorer is dead. Should be able to type "explorer" in the location bar if it didn't also start your taskbar.

Running from within task manager works! Of course when I did this I managed to minimise the task manager without knowing about the run new task thing, and then couldn't get it back because (whenever I do this) the taskbar is just gone and none of the win key commands do anything. But it's still solvable in this state if you happen to have basically any other application open!

even if you misplace the task manager at this point, you can still alt-tab to it!
(or ctrl-alt-del and choose "task manager" again, this should unhide the window)
((or if you somehow fuck up taskmgr beyond saving, it has a hidden failsafe where if you hold ctrl-alt-shift as it is launching, it'll reset all of its settings))

me finding out there are so many more solutions to this puzzle than I had anticipated, lol. I literally used the pdf reader I had open to get to a "Open file" menu, from which I could navigate to explorer.exe and run it
