It's not gone as much as actively, brutally over-policed. As long as colonialism and slavery are still operating within the US's borders, there's a massive base for change — it's just a question of as many people as possible doing what they can to pull down as many barriers against that change as they can.
But I mean, I've watched people say they're gonna use those guns if the government gets too oppressive or whatever and them immediately vote for more military, police and surveillance. They're repeatedly chosen convenience over their morals and whenever the question is brought up it's "oh well the government has all my data anyway" "at least it's not china" etc etc.
People don't ask for better, they ask for good enough and they're getting less.
