Many inhabited worlds, even those that are not the cradle of a spacefaring society on their own, will have clouds of orbiting craft as numerous as an asteroid belt. By the time most worlds reach the point of being a world attached to a spacefaring society rather than the other way around, this number will often stabilize: when filling low orbit with nightlights, redundancy is often frowned upon. For most worlds, several large low-orbit "transfer stations" often suffice- higher orbits, where the brightness of a large installation is easier dealt with, tend to host the ubiquitous shipyards, industry, and habitats.
