Scammers follow marks like wolves follow sheep, and it turns out that boomers, as the people with stable landlines and existing money and minimal ability to critically regard the world, led to a huge amount of, basically, phone spam versions of Nigerian Prince scams.
When this infrastructure was built it wasn't hard to just add in mobile numbers and yeah that's why you get strange calls from someone who wants to ask you about your gas provider and their student loans.
As with so many of these things, the people who owned the world made it shitty, then reacted in horror at our lack of interest in engaging with the shittiness
