Cops getting to directly approve charges as opposed to the prosecutors who will ultimately have to pursue those charges is… … …ridiculously bad for everyone involved. Even setting aside problems inherent to the criminal justice system (and this is not to downplay the role that prosecutors as a whole play in enforcing unjust laws!), you should not be letting cops turn their allegations into charges without civilian prosecutors having a chance to tell them to fuck off and get better evidence (or just give up, as no evidence could ever justify the charges they're seeking in light of known facts about the situation) first.
