I have seen that error on devices that were compatible... sometimes you need to click "other updates" install them all, check again, install all other updates (rinse and repeat) until the ONLY update left is Ventura and it will work. Not sure why Apple doesn't have useful errors, but checking Console.app helped me figure out the steps above. Good luck!
thanks, but my device is not compatible. 2015 mbp is just too old for apple. 2017 is as old as they support https://support.apple.com/en-us/HT213264
