github also supports codeowners and ownership approval, but the workflows it realistically supports are incredibly limited. all owners are automatically added to every PR with a touched file, including teams, so everyone gets one bazillion notifications at all times in any sufficiently sized engineering org. also you can't select hats to wear when providing a review to selectively approve specific parts of the code, if you are in the wider team also but don't want to sign off on 6000 lines of code you don't know about you have to trust them not to merge it
google could never ship a product that good to a public that isn't deeply invested and in real control of its features the way people are in critique. it's incredible what the people at that company can accomplish when they're not entirely bogged down by bureaucracy and beset by spectres (project management)
i turned that shit off because if it emails me i will see the email and delete it but it will still have notification dot (gross!), and if i turned off emails i would be tempted to poll it (bad behaviour!)
