i keep having this problem. the limiter is incredibly confusing to me. my advice is to zoom out, find a huge peak, go to fairlight, and replay that peak over and over while turning down the threshold until it stops clipping. I can't figure out any other way to do it.

compression is less punchy than the limiter, and it has way more knobs but the defaults in resolve are fairly reasonable, so you can do the same thing, just keep turning down the threshold until it seems good, and then turn the makeup gain up until you have the level you want when you cross over the loud spots.

to be clear - the problem i was having with the limiter was that i did not turn the limiter on. i've got some basic audio production experience, i know what to do with it once i get there

i actually ended up going with the standalone limiter plugin since it seems to have a faster attack than the one that's part of the "dynamics" package. i only needed to trim a couple, like, 2 dB peaks anyways so i wanted something extremely aggressive. i think i was already compressing the dialogue a little beforehand

(if this wasn't a last-minute fix i'd probably set up the compressor a little better but hey it works)

i feel like this is a problem i have frequently where i say "oh man i have no idea how to use tool X" when actually i'm fairly proficient in the use of tool X, had a momentary brain fart, and am in fact self-deprecating for humorous effect. if i actually need help or advice using something i'm going to be extremely clear about it since shitposting generally hinders conversation, but i guess people assume i do need help or advice but don't want to ask for it directly? i dunno, human communication is wacky
