is it possible to force WSL to use a different folder for my home? it'd be nice to still have all my files in the same spot but be able to use like, apt or something

Not totally answering your question but if it's to have the home on windows side, you'll have a problem of performance since I/O are way slower when wsl is accessing files on the other side (significantly enough that it bothered me when using git stuff from wsl on files on windows)
