I can think of a couple ways to do it depending on how exactly the models going to be used.

Rigged Models

If you are fine with all of them scaling uniformly then a single bone in the middle would be the simplest. (pictured right) Then you just need to control the scale.

what you're doing should also work fine, with a bone for each spike.
then you can just move the bones along their local y axis to make them grow in and out.

I just manually assigned the vertex weight for both of these

the one on the left looks like exactly what I'd like because I'd like half the spikes to move at once and the other half to move in a separate group so I can get some variation but not too much.

but like, the two halves being every other spike, not just the left half and the right half
