i tried out digimon survive and was gonna buy it on switch but digimon cyber sleuth is also crazy reduced!!! which should i buy (i can only afford 1 rn)

I don't know... I have this same problem and I've already been trying to learn to play Digimon World Next Order that I picked up on sale not that long ago...
i think im gonna go with survive first - read some reviews that say it can feel restrictive to go from cyber sleuth to survive because cyber sleuth was a much more expansive world in comparison to the VN type experience!
Makes sense~ Is kinda neat I think how games in the franchise bounce around between genres and mechanics instead of just having a strict formula.
If you want a really good turn-based 'Mon RPG, go for Cyber Sleuth/Hacker's Memory.
If you want a very neat take on the Digimon Adventure story with lite Tactics RPG elements, go for Survive.
