Based on the common "default action on the bottom right" rule of thumb you get the rather amusing implication that this is a popup that expects to be dismissed.
I remember i followed an ancient guide on how to get rid of all the Microsoft reinforced - bullshit, chiefly forcing you to download apps you don't want. Has kept my desktop safe from bullshit for a good while now.
