maybe something like 'while (0) {' generated by a naive compiler? then the jumps to 60 would be 'break' and the jump to 26 would be the bottom of the loop
my suspicion (based on nothing other than blind guessing) is that the top RTS was never an RTS at all, and the JMP is actually trying to loop, but it's hard to be sure
oh yeah, like if this function originally had something other than rts there it would be a basic loop, and they could have disabled the whole function by slamming an rts at the top and leaving the rest unchanged. that'd explain it
