this song is by helen sasano, an idol who is most known for her work in urusei yatsura. besides this ED, she had at least one other song used in the show. i found her from a japanese commercial compilation- commercials are goldmines for finding obscure idols. she's actually from america, and after her career failed to take off, she returned to the US. like i think she was only in japan for a few years. one of her parents is japanese, which is why she speaks it.
you can see her performing this song live in the second part of this video. this channel is, like, an idol video collector who only puts clips of their videos out there- i so wish they had posted the whole performance of this song!!
