To be clear this is not a bit: A device that Just Spits Out Composite is a device I want. EZ shows on da 'ol TV. Because I'm the kind of insufferable person that not only has a CRT in the living room, but will use it when guests are over instead of the... erm, same size monitor sitting on top of the TV.

That's same ballpark price range for "device designed to read a digital file and spit out composite". Yes this one only takes arcane file formats, but 1) I'm the kind of sicko that enjoys using ffmpeg and 2) this one says boifun on it.
